School District of Turtle Lake
2022-2023
Continuity of
Services Plan
Revised October 2021, February 2022, and August 2022
February 2023
The Turtle Lake School Community instills excellence in staff and students producing graduates with the knowledge and tools necessary to excel in all aspects of life.
The School District of Turtle Lake is dedicated to providing a safe environment for all students and staff. We understand that national and state guidance is optimal but not all guidance is practical in a small school setting. Barron county schools and Barron County Public Health have worked together to develop this plan to ensure safety in the School District.
This plan is subject to change depending on the level of contagious diseases in the Turtle Lake School District.
The Turtle Lake School District will continue with in-person five days week education. Students and families not comfortable with in-person education are welcome to apply for our Laker Online Virtual School. Under federal requirements, this plan will be revised every six months through September 2023. (August and February)

November 11, 2022
After Thanksgiving, we will no longer have covid testing at the school. The service was not used much in the first quarter of the year, so we are discontinuing the testing. We sent at-home test kits home at the beginning of the year and have more available. Call the office if you need another test kit.

January 18, 2022
Unfortunately, the COVID virus is spreading at a fast rate and there are high numbers across Barron and Polk counties. Public Health is having a hard time contacting positive cases. With delays in testing and symptoms that mimic the common cold, it may be several days before we have a positive test result. By the time we can send out low-risk or close contact letters, the 5-day quarantine of the positive person is completed or close to completed. Therefore, we are no longer going to be sending letters to parents/guardians of the possibility of COVID in the school. Despite our mitigation efforts, it is safe to assume that the virus is in schools with either symptomatic or asymptomatic students and staff. Positive test numbers remain under 2% after reaching a high of 2.5% in early January.
January 11, 2022
The Turtle Lake School District has adopted the CDC guidance of a five-day quarantine for household members of a positive case. Students and staff may return on the 6th day with no symptoms. All other quarantines are five days and are up to the discretion of parents.
Due to the national shortage of rapid tests, the company that does our covid testing is temporarily suspending the rapid tests. They will continue to do the PCR tests and send those to the lab. This is still a lower nasal swab but will take 1-2 days to get results. Once the supply of rapid tests is available we add that test back.

Changes to Covid Protocols
9-30-21
Dear Parents/Guardians,
The School District is making the following changes to the covid protocols presented in the “Back to School Plan”.
-
Close contacts will be notified and will be voluntary.
-
Students and staff who test positive for COVID will need to quarantine for 10 days from the onset of symptoms.
-
Household members of a positive case will need to quarantine for 10 days unless vaccinated. They may test on days 6, 7, or 8 and return to school on day 8 with a negative test
-
Students and staff who have symptoms will be sent home or they can “test to stay” at school with a lower nasal swab. This is 100% voluntary and requires parent's consent.
The School District can now test students and staff at school with a rapid covid test. This test is a lower nasal swab and only goes to the bridge of the nose. It is not painful and tickles more than anything. This is similar to the at-home test kits and requires the parent's consent.
We started the “test to stay” program so we can keep kids with cold and allergy symptoms in school. Please contact the office if you would like your student tested. There is no limit to the number of times a student can get tested.
If anyone tests negative, they may remain in school. If anyone tests positive, they must get a follow-up with a PCR test and quarantine until the results come back.
Please contact me with any questions. kkindschy@turtlelake.k12.wi.us 715-986-4470 ext 2012
Sincerely,
Kent Kindschy - Superintendent

New Guidance from the WIAA: The Board supported an executive staff recommendation, in response to information revealed by a membership survey, to remove mask mandates for spectators from the COVID-19 guidelines for outdoor spring State Tournaments if appropriate social distancing can be attained. Masks are encouraged for everyone not participating if social distancing is difficult. Masks remain required for spectators for any competitions conducted indoors. In addition, the pandemic guidelines for quarantining after close contact with a confirmed case of the virus was reduced from 14 days to six days for the spring Tournament Series if symptom-free. Furthermore, vaccinated student-athletes are not required to be quarantined for close contact if they are symptom free.

The Wisconsin Supreme Court, in a 4-3 decision, invalidated Governor Evers’ public health emergency declarations. The Court held that Governor Evers violated state law by unilaterally issuing multiple emergency orders to extend the emergency declarations and mask mandate beyond an initial 60 day period. The court ruled that 60 days is the maximum that a Governor can declare a public emergency. Therefore, there is no longer a statewide face-covering mandate in Wisconsin.
However, the Court’s decision may cause confusion with parents, students, and staff. Some may conclude that a school district face-covering mandate is now unlawful. This is not the case. The school district continues to have the legal right to require masks while on school property.
On August 12, 2020 the School Board approved the Reopening Plan which included the requirement of face masks. To change this rule would require action by the School Board at the next meeting on April 14 at 5:00. After the meeting, I will communicate with district families and staff members regarding any decision that is made.

Recently, the Center for Disease Control (CDC) and Department of Health Services (DHS) provided alternatives to the minimum length of quarantine that is required when an individual is identified as a close contact due to exposure to COVID-19. Although the CDC and DHS continue to recommend a 14-day quarantine, if you have no symptoms but were a close contact, the following options are now acceptable:
10-Day Quarantine for an asymptomatic close contact (Previous requirement of 14-days)
- If the individual continues to be symptom free, they can go back to work or school 10 days after exposure.
- The individual should continue to closely monitor their symptoms for the full 14 days.
7-Day Quarantine for an asymptomatic close contact (Previous requirement of 14-days)
- To be eligible for a 7-day quarantine, the employee or student must have all of the following in place prior to returning.
- No symptoms at any time.
- Provide documentation of a negative test result to the school health office. The test must be on or after day 6 or 7 from your exposure. A more comprehensive and accurate PCR test is recommended, but a negative rapid test is acceptable.
- A plan to closely monitor their symptoms for the full 14 days.
- Please understand the district must require proper documentation prior to your return. Failure to provide such documentation will require the student or employee to be sent home.
Related Clarifying Notes:
- If symptoms develop at any time during the 14 days after exposure, the employee or student must immediately isolate and contact public health or your healthcare provider to discuss next steps.
- Students who come back before the full 14-day quarantine using the 7 or 10-day option will need to keep distancing of six feet during all times. This includes band, choir, physical education, lunch, bus and athletics.

Dear Laker Families,
As we continue to navigate this pandemic, the greatest motivation in all we do is to keep students and staff safe. We have done an excellent job in the first quarter of school without having a single positive case. In the last couple of weeks, positive cases have started to show in our staff and students. We still have a very low percentage of positive cases. Thank you for all you are doing to keep safe and keep our kids in school.
With the upcoming Thanksgiving holiday approaching and all the gatherings that traditionally occur, we are very concerned with students coming back to school. The virus takes 3-5 days to start showing symptoms. For this reason, we are moving to online education for November 30 and December 1 only. This will give students five days after Thanksgiving to show any symptoms and come back to school on December 2nd healthy. This will also give us a two day run of our online education and we can work out any kinks or technology issues.
- Technology –Students should bring their devices home with them on the Friday before Thanksgiving.
- Special Education – Students will learn online for these two days and your teacher will be in touch with parents.
- Little Laker Club – There will be no Little Laker Club.
- Meals – Schools meals (breakfast and lunch) will be available for these two days and may be picked up at Door #1 on Monday, November 30th. A form with more information will be sent home with students, e-mailed to families as an attachment to this letter and available on our website.
- Athletic Teams – Coaches will communicate to athletes and families about practice/game plans.
- Booster Sports- There will be no booster sports practices on these days.
- Fitness Center- The fitness center will remain open for members.
- Headstart- There will be no Headstart classes.
- Office- During the entire Thanksgiving break, please contact the school with information of students being tested or showing signs. Call us at 715-986-4470 or email us.
We will return in person on December 2. If your child is having symptoms, please do not send them to school.
If you have any questions, please contact your Principal.
